There are many instances where fire service providers can successfully harvest plug-in modules and circuit boards from an old system for re-use in another - the most obvious being where a building owner has elected to upgrade to a new system and scrap the existing unit. Many plug in modules may in fact still function adequately and the prudent service provider will stockpile those parts. The difficulty here is that replacing one non-functional part with a previously used FUNCTIONAL module could also entail providing the customer with a warranty on the repair (this is where YOU assume some risk as well). How much of one and what cost to charge is often predicated on what a new (or factory reconditioned) part is worth. You certainly can't charge the cost of a new part for an old. In some instances, failure of one module on an old system will often be followed by more and at some time the service agency must make a determination as to what's in the customer's best interests. Remember also, that replacement of a module (whether it's old or new) often entails other expenses that might involve additional labour for Verification and related testing. The building owner should be able to provide you with documentation that will verify the board's (or plug-in component's) pedigree. If that doesn't satisfy these conditions, you must make appropriate remarks in your report and on your service tag. Are they always the best choice. I don't believe so, and the evidence that supports this opinion is almost overwhelming. You have to be familiar with the building's construction. You have to survey the interior fittings and finishing in order to be able to determine what kind of smoke particulate is going to be generated in a potential fire situation. Even doing it piecemeal (replacing one or two detectors at a time) may not be an option because you also have to keep in mind that many fire alarm manufacturers specify that you can't mix technologies on the same conventional input circuit. Note it on your inspection report or work order, ensure you make the appropriate WRITTEN recommendation to the building owner, and provide a copy to your local fire department's fire prevention office. If you're involved in Verifying new construction, you have a good deal more input into which technology is being utilized. Hopefully you'll be in on the project early enough to make the appropriate recommendation to the design engineer and electrical contractor. The complete replacement of one common control with another usually involves installing a new back-box and re-routing system wiring to comply with the manufacturer’s specifications (for wire entry and separation, etc.). In most cases, this requires an electrical permit and the work must be done by a properly licensed electrical contractor. The second category involves replacing components of an existing fire alarm system (which may require programming and some wiring termination). The latter is better categorized as a “repair” or “service”. Conventional devices that derive power from the control panel in order to function properly (ie.On an analogue type system, such as the Chubb-Edwards EST-3 which is the subject of this question, you can interface conventional devices to various initiating modules, but where a conventional smoke detector is involved, it must still meet the cross-listing requirement for the module being used. You cannot, however, use a Notifier analogue module (or active field device) on another manufacturer’s control, even though they may share the same communication protocol as one Surrey based service provider accidentally discovered (and decided to exploit primarily because the Mircom modules were cheaper than those available from the local Notifier rep). In another example, some Edwards products are so radically different that many current trained and certified techs won’t be able to program an older system. In some cases, they physically cannot because the equipment employs a DOS based program that will require a pre-Windows XP computer to run it on, or the CPU chip has to be reprogrammed at the factory (in the case of the Edwards 8500). The problem is that in areas of high humidity you may wind up with problems due to condensation. My advice would be to first find out how cold “too cold” really is. If it’s below the rated temperature of the detector, then you will have to find another solution to your problem. If you’re relocating the detectors back-box to another ceiling tile (and it involves adding or removing wiring from the area), they you’re also going to need a Verification.- The first is if the equipment is leased to the end-user (in other words, if the end user didn’t BUY or doesn’t OWN the system). A number or security alarm providers will also restrict access to installer level programming if there is a service agreement in place in order to protect certain programming information that may be proprietary to a central monitoring station or facility. There will be substantial current still flowing from the batteries and arcing could take place while you’re loosening the terminal lugs. It’s important to have the installation instructions handy and be familiar with the system. The NORMAL method (with normal building power still connected to the panel) involves disconnecting all of the batteries first. You only need to disconnect one lead from each set of batteries. Make sure you wrap the disconnected wire lead (usually a spade or terminal lug) securely with electrical tape to prevent it shorting against the backbox or another set of batteries. Make sure you IDENTIFY which batteries you’ve removed the lead from so that you can reconnect it to the proper set of batteries later. Once the batteries are disconnected, turn off the circuit breakers you’ve identified as controlling the fire alarm system. Power down ancillary panels first and leave the main common control breaker for last. The system may start switching back and forth between emergency and primary power because as the load on the transformer is reduced, the secondary voltage will rise to the point where the system’s “brown-out” circuitry recognizes it’s returned to “normal”. In some control units you can set the level at which the “brown-out” protection kicks in. Start by looking for dirty or corroded contacts either at the main input terminals of the fire alarm control, or at the breaker panel which houses the system’s circuit disconnect means. Depending on the panel, you may be able to access the reports log and track down the cause by viewing the list of recent events. If there isn’t any information in the log, you may have a loose connection on the communicator side (offsite monitoring connections). In both cases, you should contact your fire protection equipment service provider as the expertise of a knowledgeable fire alarm technician may be required. Most employ “normally open” contacts when the system is unpowered, that “close” when the system is “normal” and trouble-free. Fire alarm panels are designed to ensure that a shorted output circuit will NOT switch from the supervisory condition, but if it’s been programmed to power signals in suites protected by signalling isolators (or the SHORT occurred on the panel while it was sounding an ALARM), the circuit is protected by an self-restoring MOV (which would also only trigger if the short was imposed ahead of the suite sounder isolator). This is where “ANS: B” is only partially correct. Once the SHORT is removed, the circuit will return to normal operation (if it’s an output circuit or Data Communication Link circuit). A SHORT on a conventional input circuit would require a system-wide RESET once the circuit was returned to normal operation. It is important to note that a short condition on any alarm input or output circuit will NOT result in the circuit breaker (circuit disconnecting means) protecting the fire alarm control to trip.
